As data replaces telephony, transnational issues of finding public services arise. Key services such as police, fire, medical emergency, coastguard become hard to find. A two-part solution may be appropriate for ICANN to take the lead on: 1 - reserving standard numbers and addresses for key public services. 2 - a redirect protocol, so that requests to contact a key public service go to the appropriate provider.
