addresses are allocated, we need a primary name server resolver per country.
If convergence were to take place in that country, a central database needs to be
deployed and duplicated in every region to resolve these IP address before a valid
mapping can be established to the phone number. It is quite similar to Number
portability, if I may use it as an example, IMO.
