You have described exactly how
it works now! Congradulations. You get a gold star...I am sorry. That was mean.
Currently, IP addresses are leased or owned by an ISP, and they give a temporary
IP Address for dial-up users. Mind you, some ISP's can let you have a static IP
address, but it will cost someone. Having static IP's for non-static hosts can be
problematic though. If I missinterpreted, please clearify.
