am sorry. That was mean. Currently, IP addresses are leased or owned by an ISP, and
they give a temporary IP Address for dial-up users.
Mind you, some ISP's can let
you have a static IP address, but it will cost someone. Having static IP's for non-static
hosts can be problematic though.

Off course I know ISP's give temporary
IP's and that is why I proposed that.
This should be something like ICQ, user should
log on after they connect to internet (with their temporary IP to a static address).
