Subject: Duplicate IP address - what to do?

I recently signed up with my provider (cable modem) for a static
IP address and duly received one.

However when I was trying to get the program "talk" to work in cooperation with a USA-based friend it came to my attention that the same IP address is registered to a completely different domain name in some servers.

I am based in the Czech Republic and here my IP address appears to be completely kosher.  But some nameservers in the USA produce the other address.

I wanted to ask what is the accepted procedure for reporting problems of this nature (other than contacting my provider, which I've already done). 

I also wanted to ask for pointers to any good sources of information (FAQs, etc.) on the subject of DNS and domain name registration, especially the technical and political aspects thereof.
