changing ISP's - transfer of IP addresses needed |

Hello. I have a client who has decided to change their ISP. The current ISP
is providing 4 class C IP address ranges. The client has built a substantial
portion of their network based on the class C addresses. The current ISP will
not agree to transfer the addresses to the new ISP, so widespread updates will have
to be made on the network. Is there an official policy that dictates whether ISP's
have to agree to the transfer of addresses, or if they can decline to transfer? Any
help is appreciated. Thanks. RSaunder
