An election process that substitutes an At Large Council
for the direct election of ICANN board members continues to jolt my democratic bones.
However, the many thoughtful questions raised in the Cairo meeting's preliminary
agenda materials - on election methodology, monitoring, nomination procedures, and
campaign practices - indicates that substantial thought has gone into their creation.

As the many consequential
comments arrive here over the next 10 days, I hope ICANN's board members find time
to ponder them, to deliberate, and ultimately move toward a more democratic election
process.
