Q.A.1. Should ICANN require additional qualifications for at-large membership?

Answer: No additional qualifications should be required. If a membership fee will become necessary its amount should be proportional to the member's income in order to avoid a social "numerus clausus" for membership. If this turns out to be impossible (how do you determine the member's income?) the fee should be adjusted to the average income of the member's country to enable people from developping countries and Eastern Europe to join the ICANN.

Q.C.1. What means of member-to-member communication should ICANN provide?

There shouldn't be a mandatory mailing list except maybe a mailing list for important announcements about membership, elections etc. I think that there should be at least one moderated and one unmoderated mailing list. Setting up newsgroups for discussion should also be considered. Web-based forums may be an additional mean of communication, but they are not the best choice for the primary one because using the WWW is more expensive than using mail and news if a leased line can't be used.

Q.D.2. What nomination criteria should apply to candidates for the At Large Council?

- They must live in the appropriate region, which doesn't mean they must be citiziens of a country in this region

- They must be supported by a number of ICANN members - IMHO about 50

I don't think other criteria will be necessary. A candidate who doesn't give information about himself and his opinion concerning ICANN issues will probably not get many votes.

Q.E.1. Should the Board maintain the principle that the regional members of the At Large Council be elected solely by the residents of the candidates' regions?

Yes

Q.E.2. Should candidates for the At Large Council all run globally, or should candidates choose between global and regional candidacies?

All candidates should run globally as regionally and globally elected
council members don't have different rights or duties.

Q.G.1. What avenues for campaigning should be made available?

Campigning should take place via the general means of communication of
ICANN. Candidates could be provided with a webpage on www.icann.org and possibly other ressources on icann.org.

Q.I.1. Should ICANN require that no more than half of the At Large Council members come from any one geographic region?
