Accused of being too harsh with a previous comment to this list, I
should like
to refer to the proposal below as a manner in which ICANN
can break free from
the strictures of public-sector support governance
and become an entity assuring
its mandate rather than an intermediary.
Although the proposal is technical in
nature, it would enable ICANN to
realize that mandate directly rather than through
the intermediary
structures now proposed, although the two possibilities are not
exclusive.
