Dear ICANN BoD/Staff, I suggest that ICANN At Large members be
made to pay a compulsary US $500 annual membership fee if they want to participate
in the ICANN voting of Directors. This will ensure only serious people participate
in voteing process and other member-only programmes. Also, please, please VERIFY
the applicant's passport or other identification documents, so as s/he is not a fictionous
entity.
The reason for my suggestion that ICANN perform verification
before granting At Large membership to a particular person is that your old At Large
membership programme allowed ANYONE with a VALID postal address, even a P.o. box
to signup as an At Large member. So, in other words, there could be 100,000+ fictionous
persons corresponding to a single P.o. box address.
