The At Large project was intended
to be accessible to everyone and that's why it didn't impose any fee. Furthermore,
for most non-US citizens it would be impossible to pay, way too complicated or too
expensive. I don't have and can't have a credit card, even a debit card it's too
expensive and this is common to may countries.
The only possible result would be to get rid of ICANN At Large.
Frankly, do you really expect someone
to pay $500? For most people even a single $5 fee would seem too much. And multiply
that with the number of members...
I think ICANN took reasonable precautions against registration frauds. Postal
addresses were supposed to be different anyway.
