ICANN / ccTLD contract |

While there are many ccTLD registry managers who work cooperatively with their respective
government, it is sadly not the case that all do. I think that it would
be inappropriate for ICANN to sign a contract with any ccTLD registry manager where
a request for redelegation of that ccTLD has been presented to ICANN.
To do so would give an air of legitimacy to an entity whom a government has already
found wanting.
