I am not sure I understand the
need for a fixed and variable component. It seems to me a a fixed amount by
category would suffice. Obviously, the more registries per category, the cheaper
the annual fee for each. But, greater competition per category will also be the result
of such Registry expansion. I do not think it is fair to 'penalize' the Registry
through a variable component because they have been better at operating/promoting
their Registry (and obtaining market share) vs their competition. Now, NSI
has had a head start in such market share so their fee should be arrived at separately
for a defined period of years considered reasonable for other Registries to gain
equitable market share in the same category. This could take, for example,
10 years to accomplish which is about the amount of time NSI has had to operate as
a monopoly in the Registry space. These are my thoughts....thanks Ray Fassett
