With each Registrar there are numerious Domains yet to be Released,because of various reasons that only they may know.
To increase the Cost Recovery Program,why not Have Each Registrar to submit the fee to ICANN that each Registrar Company's charge if they choose to retain a Domain, past the Expiration Date, and it is not renewed then the respective registrar pays a fixed flat rate.
What better way to Generate Revenue,and to resolve,an unknown date.Or when the Domain will become public Domain Again.This in turn resolves two questions how to generate funds ,and how to put the domains back to the Publics use should the Registrar decide to not retain.
In the next step even the playing field (one cost one domain flat rate)spread even across the board,using only Elected and appointed officials to be able to raise,and be able to justify any cost adjustments.
