      More like $10/year!  I think a million a year income is quite sufficient to fund ICANN's cost to admininster the at-large, if done correctly.  Since there were 158,000 registered members and thousands more who did not get through, it would be more like $2 million.

Since ICANN is supposed to be a "technical coordinating" body, there has to be a number of directors with that background.  However, I do believe that the majority of the board should represent the wider community.

A good start would be to "elect" the board and be rid of the squatters.
