Find below a step by step procedure to register a domain name that is not available for registration, or is it?

1) go to http://www.greatdomains.com/domains/Dact/search.asp

2) search for city...

3) select a name ( eg. 1-city.com) or any other name on the list....

4) go to http://www.internic.net/cgi-bin/whois

5) type in 1-city.com

6) Results:
Domain Name: 1-CITY.COM
Registrar: NETWORK SOLUTIONS, INC.
Whois Server: whois.networksolutions.com
Referral URL: www.networksolutions.com
Name Server: NS1.WEBVIS.NET
Name Server: NS2.WEBVIS.NET
Updated Date: 27-dec-2000   <<<<<<<<<<<<<<<<<< VERY OLD INDEED

7) go to any registrars and try to register it. I checked on register.com, it is not available it will probably be not available elsewhere either... but...

8) Go to Network Solutions.... http://www.networksolutions.com/

9) type in the name....

10) register it

This should be illegal... and looks like anti-competitive practice... How can NSI get away with this?
