ICANN should remain focussed on the coordination and administration of names,
addresses and protocols. It should not be misled into "governance" by attempting
to answer this question. ICANN should ask the United Nations, which is in the business
of governance, to advise on which countries fall in which region. This follows the
traditional approach IANA has used eg. use ISO codes for ccTLD. The African
community, an emerging Internet community, sees this as a possible new way it can
be disenfranchised by diluting its representation. Africa is the most clearly defined
continent and its boundaries should be obvious.
