This is long overdue to be made consistent and enforced. Especially with
the Verisign WLS service coming up. This policy should be enforced before
Verisign and other can save expired domains until they can get more income from
them. For a registrar to be unbiased, it must have a consistent policy of making
expired names available to the public and other registrars.
It seems the most inconsistent registrars at keeping expired names are
Verisign (since they really only have to pay themselves the wholesale price),
Register.com, and Signature Domains. It is especially important that Verisign do
so since the manage the .com wholesale end. Same would be true of other new
master registries.
