IN the second draft proposed by Jon Postel, the preamble states:
4. Section 6 of Article VI broadens the requirements that the Board
be truly international by adding the requirement that no more than two
of the Directors selected by a Supporting Organization can be from
any single region of the world, with the definition of "region" still
to be determined.
I propose that the new IANA define "region" as meaning one of the five
regions of the world for which there are proposed IP address registries
as follows:
1. Asia Pacific - the area served by APNIC
2. Europe - the area served by RIPE-NCC except for North Africa
3. North America - the area served by ARIN except for sub-Saharan
Africa and South America
4. South America
5. Africa
In addition, there should be some language that ties the IP address
registry boundaries to these regions so that in the event that a boundary
changes for the purposes of selecting directors, it would also change
for the purposes of IP address allocation.
