What an amusing statement. Drafted in public? *LOL*
These by-laws were in no way "drafted in public." I note that the IANA
website which had read something to the effect of:
"IANA is currently drafting the by-laws for the new organization" was
changed a while back. However by that time the intent was known, and the
product of that intent has been readily apparent.
