new generic tld question

I read information located on your web site(specifically on
http://www.iana.org/new-gtld-statement.html) and RFC-1591 (specifically
page 0).  Although the RFC is a bit dated(nearly 5 years old), it does say

	"It is extremely unlikely that any other TLDs will be created." 


Keeping this in mind, can you explain the apparent new tld .cc?  Is the
web site information merely dated?  I'm curious about this discrepancy.
