.tel domains

Hello, 
I was contacted by someone trying to get me to signup for ".tel" domains. I
have researched extensively and can find no reference to this as an
existing or proposed internet domain. The proposition sounds interesting,
but I am concerned that without any cooberating information, that this is
some sort of scam. 
Would appreciate any reference to this that you may provide.
