How is it that someone CANNOT make a (dot whatever) ie: .ttt
extension?

Surely not one person or organization can control that.
If so how do they (technically control) those type of things?
How do the organizations add the new PROPOSED future tld names by
computer ?
Where are all those extensions registered ? Switzerland, where html started?
It is Switzerland isn't it? Or is it in the U.S. ? Where the internet
was born.
Ironically this to me is the most mystifying aspect of the WWW.
Not html or high-level programming.
