charset problem

I noticed something strange in your document describing valid character sets
(which I got from
ftp://ftp.isi.edu/in-notes/iana/assignments/character-sets).

MIBenum 4 has an alias "ISO-8859-1".

MIBenum 1004 is called "ISO-8859-1".

How is something like an HTML user agent supposed to tell the difference
between the two? Both will show up as 'charset="iso-8859-1"'.
