A mailing list for the continuation of work on creating documents for a
new organization to fulfill the role of the current IANA that is actually
representitive of the broad diversity of stakeholders in these matters has
been created. 

This has been proven to be necessary given the recent announcement 
of the position of both IANA and NSI that they would not be involved in a
compromise meeting with other stakeholders, and did not wish to see any
substansitive changes made to any proposal that arose from their
private negotiations. 

It is our belief that this position is not only arrogant, but also 
violates both the letter and the spirit of the White Paper in the denial
of an open, inclusive, and transparent process that is supposed to
represent the views and desires of a broad cross-section of stakeholders.
On all counts this current position is a failure.

This is an open mailing list, however we reserve the right to remove
disruptive individuals. This would not be done lightly, and we request
comments on the formulation of policies for the removal of such
individuals should it become necessary.
