updated membership proposal

An updated proposal for adding a membership to the new corporation 
replacing the IANA can be seen at

At this time this is linked to version 01 of the proposal, and the
version actually being worked on is

We expect to be on version 03 by this evening.

The membership scheme described in this paper can be used to modify
the IANA articles and drafts.  The objective is a corporation which
has the accountability that can come from having a membership while
at the same time ensuring diversity and balance and making it 
difficult for the corporation to be captured by any particular 
interest group.
