The use of the English Language - S3c

To whom it may concern,

Thank you for publishing the latest draft documents on the Internet for
worldwide access.

My personal comments follow:- 

I believe there to be the embedded assumption on the use of the English
language throughout the draft 'ICANN' (Internet Corporation For Assigned
Names and Numbers) bylaws.

However, given the international outlook of ICANN, it might be prudent to
make such an assumption explicit as it may affect how meetings and the like
are conducted or how documents are interpreted.

Specificially, in draft bylaws section 3(c) - NOTICE AND COMMENT PROVISIONS,
we have:

"(c) As appropriate, the Board will facilitate the translation of final
published documents into various appropriate languages."

Language made need to be added in this section to address possible
differences that may arise in any translated documents.

e.g. 

"(c) As appropriate, the Board will facilitate the translation of final
published documents into various appropriate languages. In the event of any
differences arising from such translation, the English text shall prevail."
