With IRSC root servers, any update is globally seeable immediately...

With a really distributed system, such problems couldn't be caused by
one individual failure.

Volunteering doesn't escape the need to meet requirements. That's a
condition to run an IRSC root server.

RSCs' goal is to ensure the quality and fiability of DNS services.
This includes deploying more root servers running wherever they are
needed.
Total synchronization is a requirement.
