Consolidating the IFWP lists (Was Closing or Evolving the lists)

Please forgive the cross posting, but I am doing so to reach all interested
parties for the express purpose of encouraging that we converge on ONE
mailing list during the final days of the IFWP process.

I agree. All the IFWP meetings have finished. We have 35 days remaining
to present a new structure to the U.S. Government. It's time to focus on
line-by-line details and to cease the free ranging discussion which exists
on four or five different lists --ifwp.org, domain policy, giaw-discussion,
iana.org, and ifwp-law@ilpf.org -- and channel all the comments into one
list which, most sensibly, would be the consensus points outlined at the
Harvard site. Further, the Harvard site is NOT a subscriber list, which
makes it immediately available and easily accessible to stakeholders
worldwide.

The first step would be to transform the "Post Geneva Summary" into a "Post
Buenos Aires Summary". A quick read of the AP-IFWP Report posted at
<http://www.apia.org/Cover.htm> indicates that countries have vastly
differing expectations for the role of the new entity, including, even,
participation in bringing their own technical expertise to par with that of
other nations. While this was addressed in Singapore, it's possible that
the same concerns were voiced in Buenos Aires.

Next, let us mine the comments, including the proposals presented by IANA,
NSI, EuroISP and INTA (others?) through the electronic format efficiently
set up by the Berman Center, towards the development of a mutually
agreeable document.

We don't need to wait until Boston to send a team of professionals into a
room to accomplish this. We can all contribute to this final work
immediately.
