No Latin American representation??

With concern I read that according to Wired magazine, in the New IANA board
"there will be four American members, three from Europe, two from Asia, and
one at-large representative."

Although there is only about 4 million Internet users in Latin America, it
is one of the fastest growing areas in the world. But beyond that, it would
be unacceptable to leave the 475 million people that live in the region
without representation in the "Internet Government."

Is the decision about the structure of the Board final? If this is the case,
what can be done to appeal? Where there any Latin American candidates
considered for the board?
