  Your evaluation of what the IANA feels are the good points of the comments that
havebeen submitted as comments to their 2nd iteration of their bylaws and put
incorporated
them into their third iteration of their bylaws alone with their first draft of the
articles of incorporation.  This third IANA draft of the bylaws is far from what has
already
been agreed upon by consensus at the IFWP meeting already held.  THis seems
to be a "Thumbing of the preverbal nose" at the IFWP process by the IANA.
