Use an executive search firm to choose CEO and initial Board

The US government and other interested constituencies should finance an
independent executive search firm to select the new CEO and the initial
permanent Board members.

All stakeholders have an obligation to ensure the CEO is selected in an
open manner, with all constituencies being able to submit candidates to an
independent executive search firm.

An executive search firm is more experienced than any of the stakeholders
in establishing appropriate criteria and objectively evaluating the CEO
and Board candidates.  An executive search firm could also conduct a
more widespread and targeted search through its traditional search channels.

And hopefully, all of the stakeholders will come together to support
a CEO and Board which have been independently assessed and selected.
