1. Phonetic sound or meaning should not be a reason for legal rights
objection, particularly in IDNs
2. The conflicts with existing marks should be resolved using confusion
resolution procedures that appear to be adequate for this purpose
3. "Legal rights" matters tend to be complicated; ICAAN is not a court
and should not try to substitute one, especially considering their
multijurisdictional, multilingual nature
