I remain perplexed with the lastest incarnation of the guidebook given the
guidance ICANN was given by the Department of Commerce and the Department of
Justice very recently:

As well, the internet community has already spoken (against) on the topics of
new gtlds and removal of price caps and other issues.
Who is ICANN listening to if not the internet community and the United States
Department of Justice?
