Please see as follow with Amendment Proposal to Draft Applicant Guidebook on 
New gTLD Program (Version 2) by Internet Society of China.

A. Propose ICANN to add one requirement in the evaluation process in applying 
for multilingual character string, i.e. to evaluate whether the string be 
supported or objected by the counties with the most users owning or using this 
language or character.

B. Propose ICANN to select expert representing the corresponding language 
community as the member of dispute resolution proceeding to evaluate the 
application for multilingual character string.

C. As government being a main body to raise objection in Morality and Public 
Order proceedings, propose to execute veto power, set
