dotKoeln wants to thank ICANN staff and board for the great work
accomplished by putting together the current version of the Draft Applicant
Guidebook that has provided a great step forward.

 

There are still a few points that we would like to comment on:

 

 

Reliable timeframe

 

A reliable timeframe is essential for all parties wishing to participate in
the coming round of applications. Therefore we urge ICANN to avoid any
further delays and to issue a reliable timeframe for the last steps to be
taken as well as the start and duration of the application period soon. 

 

 

IDN Variants

 

An applicant who wants to file an application for a string that exists in at
least two different sets of characters may be subject to an unfair
multiplication of evaluation fees. As these applications will most probably
be exactly identical with the exception of the string, they will not result
in a doubling or tripling of the evaluation work. We therefore request that
the application fees for exact translations of applied-for strings should be
granted a significantly lower fee.

 

 

Contention sets (Article 1.1.2.8)

 

Applicants should be given a fixed period of time (e.g. 4 weeks) to provide
all missing information in the case of a string contention. That should help
prevent speculative registrations and avoid delays of the evaluation
process.
