Absentee Voting Modification to ICANN Bylaws

I support permitting Council members to vote and to assign their votes
to other members of the Council when they cannot attend a meeting in
person or in real time via telephone. GNSO Council imposes a heavy work
load on volunteers. It is often the case that members of the
noncommercial constituency (NCUC) who are not paid lobbyists, cannot
attend meetings -- either because of drastic time zone differences or
due to conflicts with their day jobs. Council members, who are elected
representatives, should not be disenfranchised by the vagaries of
scheduling.
