April 22, 2003 To: ICANN Subject: Comments on ALS Dear Sir or Madam, Concerning the draft of Proposed Minimum Criteria for an At-Large Structure (ALS), we, Internet Society of China (ISC), as the representative of Chinese Internet users, would like to give our comments on it as the followings. First of all, the ALS in certain specified country should comply to the legal system of this country and be approved to be a non-government organization composed of the legal citizens of this country, before it is qualified to apply for ICANN' approve to be ICANN recognized part of the ALS. Secondly, all the individual At-Large members in the ALS, as the legal citizens of this specified country, and, also the ALS in this country, as a non-gov. organization established according to relevant regulations of this country, first of all should bear the holy obligation to be faithful to their motherland and to obey the law and regulations constructed by the government of this specified country. Finally, the 5 regions division seems not fair: Counting the number of countries and the number of Internet users, it would be found that the numbers of those two for the Asia-Pacific region is far exceeding over the others. Whether there can be 1 more position in ICANN for this region? We hope that you could consider the above opinions and let us know your response.
