Recycling Used Domains

Hi ICANN,

I think most domains that are not renewed are because the company is 
no longer using the website or has gone bankrupt, therefore the 
domain should go back into the pool of available domains. The 
previous registrant leased the name--they didn't buy it--so they 
should not get profits from the next person to lease it.

A waiting period might be nice just to make sure the previous owner 
didn't simply forget to renew. (Though their registrar should be 
sending them reminder letters and email and they really have no 
excuse.)
