Danny,
I think you´re not well informed about the status of the At Large Framework
effort. (just a look to our website would´ve help)
Anyway, here is the list of the applications we are working with and the
certified ones. For sure you will notice that most of them has nothing to do
with the NCUC.
However, as you might know, a public joint meeting with the NCUC will be
held in Mar del Plata. ALAC & NCUC different roles are clearly expressed in
ICANN´s Bylaws. We celebrate the fact that ICANN is trying to assure user
participation in as many ways as it is possible. During this meeting, joint
efforts will be discussed. You are, of course, invited.
I would also like to invite you to the Orientation Meeting on sunday
morning. I will be presenting the ALAC nature and status of current efforts,
and I suspect that most of your concerns will be clarified during the
meeting.

The recent ALAC announcement of the selection of delegates to the 2005
Nominating Committee states: "The ALAC
<http://www.alac.icann.org/announcements/announcement-13dec04.htm> widely
solicited volunteers and relied on the user groups designated as ?At-Large
Structures? in each region for recommendations."
As three Nominating Committee delegates were brought back for yet another
term, I have to wonder exactly how widely the ALAC cast their net. Other
than their website (that practically no one visits), where else was the
notice posted? Was it sent to any other mailing lists? I certainly don't
recall the GA being notified.
How many so-called at-large structures even submitted nominations? If three
delegates had to be re-nominated, was this due to a total non-response?
Wouldn't it be nice to hear the truth/details for once?
If I had to guess, I would say that the outreach was so pathetic that only a
handful of nominations were received and that some regions submitted
absolutely no nominations. Most likely Vittorio and associates simply
picked their Civil Society buddies from the non-commercial constituency and
totally disregarded all other possible at-large candidates.
Why are NGO representatives instead of At-Large representatives the only
people selected by the ALAC? Perhaps we should petition the Board to rename
the ALAC as the Civil Society Promotion & Advisory Committee...
