Valid Registration Information is NOT being required by Registrars

A lot of the SPAM and MalWare I have been able to track down do NOT have any 
valid information provided to the Registrar.  As a Point of fact I offer the 
information provided to and accepted for the registration of a Bogus website 
intended for the sole purpose of sending SPAM Emails.

To make it even worse is these people spoof our IP Addresses and Email Servers 
to send their illicit information.  That gets us put on BlackLists even though 
we didn't have a clue it was being done until it was too late.

Until Registrars and Hosts start taking responsibility for these fake 
registrations the war against SPAM, Viruses and MalWare is a lost battle.  Why 
not just remove access to the Internet from those Hosts and Registrars who fail 
to clean up their servers?  If one of the Server Farms in ARIN or APNIC were 
denied Internet access I do believe they would start being more responsible.  
But, as long as they can claim they are only providing a service, accept 
fraudulent or fake registration information as valid and are not held 
responsible for what people do with the services they rent then we might as 
well just surrender.
