6. In EPP-based gTLD Registries, Registrars must provide the Registrant with
the Registrant's unique "AuthInfo Code" within a reasonable period of time
of the Registrant's initial request. The Task Force observes support that
this reasonable time period is 72 hours or a similarly limited period of
time.

Are we allowed to charge fees to process transfer requests?

Yes. The Inter-Registrar Transfer Policy does not make any provisions with
regard to the fees a registrar may charge its customers.

These points do not seem to tally up, especially when some registrars are
charging £50 GBP ($90 USD) for the release of the auth code. It seems that
this is now just an additional way some registrars can now make money at the
expense of the registrant. This is further compounded by the fact that this
is more than the fee for a ten year registration charged by the registry to
the registrar.
Either ICANN should not allow charges to be made for auth codes/transfer
from the loosing registrar or set an upper limit.

Can there be something that actually explains what registrants can expect in
this matter in a plain, easy to understand non technical manner?
