Bret,

The first difference that stands out is that in Luxembourg the statement was 
related to the uproar against a Board decision already taken, while in this 
case the Board has seeked community input on a draft *before deliberating*.
As somebody who has participated in both discussions, and an outspoken fan 
of the "first ask, then decide" approach, I can tell you that I am very 
happy of the improvement.
