domain parking

Dear Committee,
 
i would like ALAC to consider the issue of CHRONIC domain parking.
 
There are those that merely buy a domain name and never use. As one is
entitled to do so if the yearly registration is paid there surely there
should be some kind of a statute of limitation...a few years maybe but some
statute. . there are millions of unused domains that other would make use of
but are merely parked and many parkers don't even respond to enquiries of
interest to buy. Thanks for your consideration.
