[alac] ALAC and the Budget Process

I note that ICANN reports that "ICANN staff developed this budget 
through a bottom-up, collaborative approach involving key ICANN 
stakeholders, including those who contribute to its revenue."

Does the ALAC have a representative on the budget advisory committee? 
Were any ALAC representatives consulted about the budget? If not, we 
should make this a recommendation for future budget planning.
