[alac] RSS feed for ICANN web site news

My formerly experimenal RSS feed seems to work reliably enough that I'm
releasing it to the world.  It's at:

http://www.taugh.com/icann-news.rss

(people using the former URL for the experimental version, please change
to this one)

The feed containts the news stories on the ICANN home page. There's no
magic, it's a perl script that fetches the home page, picks the stories
out of the HTML, and reformats them into RSS.
