Of course not. The idea that the Chinese government would be able to 
quash the Dalai Lama's .TIBET application is frightening.

The problem actually presents itself for all sponsored or restricted 
gTLDs, though it's especially acute in the political examples you 
mentioned. In 2000, the proponents of the original .TRAVEL were opposed 
by other members of the travel community, so ICANN rejected the 
application because it wasn't representative enough of the community. 
This was the same reason the Board gave for rejecting .UNION and a 
couple of other applications. What is reasonable opposition (is there 
even such a thing?) to a gTLD application? That would be a helpful 
question to answer.
