The closest precedent for GAC intervention on a TLD that I can recall is in the launch of .INFO. The TLD and the contract with Afilias had already been approved, but the GAC came in at the last minute and asked that all country names (COUNTRY.INFO) be reserved for government use. The Board complied with the GAC request and passed a resolution reserving certain second-level strings for governments.
