Section 7.1(a) enumerates things they have to provide to all registrars
in a nondiscriminatory fashion, (b) says they can't act as a registrar,
(c) says the can't buy more than 15% of a registrar. Sec 7.3(c) says no
tying, and (e) says everyone gets the same price and the same volume
discounts.
In part 7.1(c) I don't understand why it should be more than 0%, but I
think this is consistent with past language.
