I think we do need an automated voting system with receipts :-)
Maybe ICANN would be available to fund it? I would be happy to
contribute requirements (for free of course...), it would be a trivial
project for a junior developer and perhaps it could be released as free
software to other "online democracy" projects.
Also there might already be useful tools freely available (I remember
that Elizabeth Porteneuve used to run some email-based software for GNSO
votes).
